Command Communications Survivability Program (CCSP)

Project Description
Responsible for planning, acquisition and implementation of the modernized, survivable Pentagon IT infrastructure and common IT continuity capability, lead the effort to realign the many diverse organization operating separate IT infrastructures into a common enterprise.  Mr. John Lehman led the CCSP program from its inception following the terrorist attack on 11 Sep 01.  He founded CMC at the end of the CCSP program and was involved in the close out phase of CCSP as the owner of CMC.  As a subcontractor to this program, CMC’s president, John Lehman, Program Managed this entire effort.  CMC’s vice-president, Dawn McKenna (prior to co-founding CMC), was the lead Contract Specialist during the acquisition phase and throughout the life of this effort. $485M Program delivered on cost and schedule.

USFK Base Relocation Program, Seoul, South Korea. 

Project Description
The Yongsan Relocation Program (YRP) and Land Partnership Plan (LPP) is a multi-billion dollar program to transform the United States Forces Korea (USFK) basing and relocate the majority of forces to a new United States Army Garrison – Humphreys (USAG-H).  The YRP Program Management Services was established under contract to both the US Army Corps of Engineers, Far East District and to the Ministry of National Defense of the Republic of Korea.

The Program Management of for all Command, Control, Communications, Computer, and Intelligence (C4I) integration and migration is the scope of the Crystal Management Consulting contract.  Advise and support the Kunwon/CH2M HILL PMC for program management matters and oversee developing recommendations for relocation of the US command and control systems of the client. Provide technical oversight and management of analyses of requirements and progressive performance to date and on a continuous basis, and review of trends in technology, design, development, and review.  Provide a C4I Master Plan for the relocation that takes into account a detailed analysis of the “As-Is” Architecture and to provide recommendations through a governance structure to transform the USFK Architecture to a “To-Be” environment. Develop a set of program management tools documenting a phased approach to identify assets, define requirements, plan the transition, and keep operations during all phases. Ensure the design of all facilities and installation Master Planning is integrated with C4I and that all program phasing and funding is aligned to meet the mission requirements.

Command, Control, Communications, Computers and Intelligence, Surveillance and Reconnaissance Systems (C4I) is a critical element of the base relocation program. C4I integration requires planned and managed integration of C4I facilities, C4I systems, and every day operations. C4I enterprise architecture will integrate the C4I facilities and systems with the facilities and base design and construction. Throughout the program, during the military relocation process, the plan for continuous operations of key systems to maintain ready state will be reinforced.

Defense Continuity Integrated Network / Pentagon Continuity Information System (DCIN/PCIS)

Project Description
Crystal Management developed the transition plan for the DCIN/PCIS, including the transition of assets and O&M functional unit, from implementation agent to full life cycle support agent.  Developed a performance-based statement of work based on industry best practices for long term life cycle support of all ITA Data Center Enterprise activities.  CMC has provided analysis and consultation on the existing and future operational structure and processes to support the IT Enterprise environment managed by WHS.  Primarily identified key areas in the IT Enterprise, where improvements would benefit how business was conducted.  Provided greater efficiency, cost savings and focused the core mission of the IT Enterprise groups on their strengths.  Provided assistance in the acquisition process by leading acquisition strategy discussions, conducting market research, and preparing acquisition documentation.
